Marketing opportunities are all around you, you just have to keep your eyes open and then act. Also remember that one reason why you may not be getting business is that others don't actually know that you and your business "exist"! Recently I received the recent Chamber publication which list "new members"; you probably get one or can find one if you are not a member. I found the emails for the contact person (this means you may have to visit each site to retrieve this information, so it may take some time) and sent them this message.

A short letter such as this can be a great introduction to other businesses. A small incentive such as free shipping is a reason for them to contact you. When they do contact you, treat them like a "new baby" and set up an ongoing "Thank You" communication campaign that keeps your company in front of them "Top of Mind Awareness" so they'll think of you when they need something! Also, this is not "spam" because you have a common ground with them (Chamber Member, local business, etc.). But I would recommend follow ups to be a phone call, or snail mail until you build a positive communication with them and actually get "permission" to continue to email them.
